Age Cymru West Glamorgan is delighted to announce new funding from Welsh Government to deliver a Minimum Digital Living Standard (MDLS) pilot across Swansea, Neath Port Talbot, and Bridgend.

This project supports older people to reach a basic digital standard of living — ensuring they have the internet access, equipment, and guidance needed to stay connected, communicate with others, and take part in online opportunities safely and confidently.

We’re now inviting professional partners from the statutory and third sectors to refer individuals who would most benefit from this support.

What's included for eligible participants?

Each participant will receive a complete digital starter package and up to 9 hours of tailored one-to-one and group support, including:

  • tablet, smartphone and voice-enabled device (such as an Alexa)
  • home MiFi router with unlimited data for 12 months
  • mobile phone plan with 6 GB monthly data for 12 months
  • Bespoke setup, safety, and confidence-building sessions delivered at home.

Who the project is for?

We’re aiming to support around 20 people in each local authority area - Swansea, Neath Port Talbot and Bridgend.

This project is designed for older people who do not yet meet a Minimum Digital Living Standard, as defined by Welsh Government:

“A minimum digital standard of living includes, but is more than having accessible internet, adequate equipment, and the skills, knowledge and support people need. It is about being able to communicate, connect and engage with opportunities safely and with confidence.”

This includes people who:

  • Have little or no digital access at home
  • Struggle with confidence, cost, or accessibility barriers
  • Would benefit from support to communicate and connect online safely

How to Refer

Referrals must come from a professional partner (statutory or third sector).

Simply complete our online Partner Referral Form — it only takes a few minutes

The form includes short questions to help us understand each person’s circumstances.

Please ensure you:

  • Have the person’s consent to make the referral, and
  • Can answer a few brief questions about their access to devices, internet and support needs.

Create your own user feedback survey

Important

This programme is not open to public self-referrals.

We’re not promoting the Digital Tech Package publicly to avoid overwhelming demand — please share this information only within professional networks.

Project Timeframe

The MDLS pilot runs until March 2026, with a limited number of spaces available.

To help us reach those most in need, please submit referrals as soon as possible so we can schedule support early in the delivery period.
