Helen Oliver is a transformational health and social care leader with over 20 years’ experience driving equity, community-centred practice, and systemic innovation across health, justice, and social care. Formerly Deputy CEO at Health Innovation East, a specialist NHS-funded innovation advisory service, Helen played a key role in growing its income to £9 million and embedding inclusive, evidence-informed approaches across regional Health and Care systems.

Her career spans senior roles in local government, regional government, the NHS, and the not-for-profit sector, where she has led borough-wide safeguarding strategies, authored serious case reviews, and pioneered community-led innovation models. As Managing Director of Care City, Helen secured £8.6 million to tackle inequality among older adults and positioned East London as a hub for healthy ageing innovation - championing the belief that later life should be safe, connected, and full of possibility.

A passionate advocate for co-production and ethical leadership, Helen has advised the Mayor of London on violence against women and girls (VAWG), chaired regional innovation boards, and led system level innovation programmes. Her leadership is rooted in hope, clarity, and integrity, with a strong focus on measurable social impact.

Helen holds an MSc in Criminal Justice Studies and a BA (Hons) in Historical Studies, alongside professional credentials in agile project management and consultancy. She is a qualified domestic homicide review author and a mentor to NHS Clinical Entrepreneurs.

Helen’s motivation to join Age UK Enfield in October 2025 is deeply personal. Having witnessed the devastating impact of dementia on older loved ones, she is committed to enhancing services and creating inclusive, joyful experiences in later life. Her work is driven by a belief that everyone deserves to age with dignity, safety, and happiness, and that through bold, collaborative leadership, we can build communities where older people thrive.
